David Bulkin is the Technical Director / CIO for the Center for Program Transformation (CPT). In this position, Mr. Bulkin supports both strategic and tactical iniatives, focused on improving the execution of federally funded projects. This includes supporting individual programs / teams, support for changes to federal legislation, and supporting the technology used by the CPT.

Mr. Bulkin is also an IT Management Consultant. In this capacity Mr. Bulkin works in both the public and private sector, to:
  • Execute projects as a Scrum Master or classical PM
  • Implement IT governance processes
  • Improve software development effectiveness
  • Perform IT assessments
  • Institute project management offices
  • Apply lean business processes
  • Develop and integrate systems
Mr. Bulkin is a strong leader, technologist and manager, who has over 20 years experience:
  • Growing and building organizations and restructuring groups to maximize return
  • Forming collaborative relationships between user communities, partners, and information technology to develop unified visions, lean processes and innovative solutions that leverage information technology to drive revenue growth and cost savings
  • Managing portfolios, projects, people, process, and technology for sustained competitive advantage
Mr. Bulkin is skilled:
  • As a leader across full life cycle, from strategic visioning to process reengineering to project management
  • Managing teams across function and geography, including offshore and teams with over 100+ staff members
  • With modern approaches such as Web 2.0, AJAX, agile, BDD/TDD, Lean Six Sigma, Blogs and Wikis
From 1999 to 2004, Mr. Bulkin was a VP at JP Morgan Chase in New York, where he managed a number of key technology iniatives, such as: a new customer center for eBanking that increased customer retention while reducing call center costs; a new workflow in the branch system that greatly increased sales of annuities and term life insurance while eliminating incorrect forms; an upgrade for retirement services system to support call center consolidation thus reducing cost by several million dollars; and search engine optimization / Internet Marketing initiatives that grew online sales exponentially.

From 1994 to 1999, as a director and the first full time employee, Mr. Bulkin built Millstar Electronic Publishing Group, a startup, into a leader in Internet eCommerce, creating catalogs and directories including: Accubite, ASHRAE, Banta Corporation, Cahners Publishing, Corporate Express, Darby Dental, Design News, Government Computer News, Hearst Publishing, Hoffman Engineering, Manufacturing Marketplace, Moore Medical, Nalge Nunc, Plant Engineering, Quill Corporation, Semiconductor Engineering, Siemens, Square D, Staples, Sullivan Dental and Turck.

Earlier in his career Mr. Bulkin worked at Digital Systems Group, a DoD consulting firm, and at Siemens Medical Systems, a developer of enterprise systems for hospitals.
