Overview
The Center for Program Transformation makes tools available to Federal, State and Local Government Agencies. Two such tools
are highlighted below.

interested in using one of these tools, or if you have a tool that would be appropriate for use by Federal, State and Local Government Agencies
to assist them with their program management effectiveness.
MethodView Assessent Tool

Various types of assessments are performed on government funded programs.
Typically one or more assessors go on site and record results in an Excel Spreadsheet. Typically there
is minimal support for objective scoring or evaluation, and it is usually not possible to work as a team.
MethodView is a multi-user, web based tool, that simplifies the assessment process and
allows teams to work collaboratively to objectively evaluate a program based on ground truth.
MethodView also makes self assessment easy and affordable so that problems can be detected early on.

Earned Value / Earned Schedule Simulation

Earned Value has a long history of use in government programs to track performance versus plan.
Earned Schedule is an emerging approach that uses the same underlying data to provide
more accurate schedule information (i.e. Earned Schedule does not replace Earned Value).
The tool provides examples where Earned Value and Earned Schedule calculations vary to help practioners
understand why to apply Earned Schedule.
